It has been modded to fill in a gap in playability, and batted to look right in game. It is not "realistic" as to the real world in both senses at once. The upper floors should be apartments, but for the games sake, each apartment has 258 Cs$ sims, selling credit card processing to every sim in the world, via telecommunications. THAT seems realistic, at least by the number of phone calls I get everyday at my business in regards to these services.
